Your tasks

  • You represent Caritas Germany in Ukraine vis-à-vis partner organizations, donors, government agencies and other relevant actors and are involved in the further development and implementation of the Ukraine strategy.
  • You monitor and analyse political, humanitarian and security developments and use these to formulate recommendations for programme work.
  • You manage relationships with donors and stakeholders, identify funding opportunities and support fundraising and the development of new projects.
  • You support partner organizations in their lobbying and advocacy efforts, as well as in strategic positioning and networking.
  • You advise partner organizations on the planning, implementation, and further development of humanitarian aid and social programmes, while supporting monitoring, reporting, and compliance with technical, administrative, and financial standards.
  • You review project proposals and support the development of new initiatives in the areas of emergency aid, rehabilitation, and social services.
  • You monitor key program, security, compliance, and reputational risks and coordinate appropriate measures with partners and headquarters.
  • You will be responsible for the technical and personnel management of the co-workers deployed in Ukraine and will ensure a reliable flow of information to headquarters.

Your profile

  • Completed university degree in a relevant field of study and several years of professional experience in humanitarian aid, development cooperation, or international program management.
  • Experience in the strategic management of country programs or project portfolios, as well as in collaborating with local partner organizations.
  • Experience in donor and stakeholder management, ideally also in fundraising and grant applications.
  • Solid experience in financial management and in complying with administrative and donor requirements for project planning, implementation, and reporting.
  • Strong leadership, consulting, communication, and negotiation skills in intercultural and politically sensitive contexts. 
  • High resilience, flexibility, and willingness to travel regularly within Ukraine, including to regions with heightened security risks.
  • Business-level proficiency in German and English; knowledge of Ukrainian and/or Russian is a plus.
  • Experience in Ukraine, in other conflict or crisis situations, or in the post-Soviet region is desirable.
  • Identification with the goals and values of Caritas Germany.
  • EU citizen or Swiss national.

Please note: This duty station is not suitable for families with children.

In addition to regular leave, a rest and recuperation (R&R) arrangement applies: After every 8 weeks at the duty station, one week of R&R is granted, up to four times per year.

Responsible and challenging

Caritas Ukraine is one of the largest nongovernmental welfare organizations in the country. In recent years, together with Caritas Germany, it has implemented extensive humanitarian aid initiatives for people affected by the consequences of the war. In light of the ongoing challenges, Caritas Ukraine is developing additional support programs for people who have been forced to leave their homes or who continue to live in conflict-affected regions.

Caritas Ukraine is seeking staff to help coordinate its programs and collaborate with local, national, and international partners. The organization is headquartered in Kyiv and has additional offices, including in Lviv and Dnipro. Project work is carried out through a network of about 20 regional Caritas organizations. Key areas of work include humanitarian aid, support for internally displaced persons and particularly vulnerable population groups, social work with children and youth, support for people with disabilities, and outpatient care and health services. The assignment location will be either Kyiv or Lviv, as determined in consultation with Caritas Ukraine.

What follows positive feedback?

We will invite you to the next available selection day. You will receive information about the procedure in advance.

What do the selection days involve?

Over the course of two days, we will provide you with specific information about the conditions and framework. We will also conduct selection interviews with you.

What happens after that?

If we consider you to be a good match for the assignment, we will request your consent to introduce you to the partner organisation. You will then receive a contract for the preparation period.

What does preparation include?

All specialists receive extensive training for 3 - 4 weeks in Cologne to prepare them intensively for their assignment.
